Refusal / removal authority
Oklahoma has no non-uniform UCC pre-filing fraud refusal authority identified — only uniform mechanical grounds. Knowingly offering a false or forged instrument for filing remains a felony under 21 O.S. §463 (general criminal tool, not a clerk screen). Title-theft felonies under §1534 can also reach real-property documents filed of public record.

Real-property liens
Effective November 1, 2025 (Laws 2025, c. 109 / SB 925), 16 O.S. §311 lets a title-theft victim record a verified notice of fraudulent conveyance (constructive notice; clerk forwards a copy to the district attorney). The clerk may refuse that notice if it appears to be sham legal process or slander of title; mandamus under 16 O.S. §75 is the remedy for wrongful refusal. Companion 21 O.S. §1534 defines title theft and creates felonies for filing real-property documents with intent to deceive (up to 3 years / $5,000) or knowingly/willfully with intent to defraud (up to 10 years / $5,000), plus restitution and required county-clerk crime signage. This is not a Texas-style owner affidavit that clears title by itself, and not a general clerk power to refuse or delete ordinary deeds. Separately, 16 O.S. §75(B) lets the county clerk refuse to file a notice of claim of interest in land (the notice described in §74 of the Marketable Record Title Act) if the clerk believes it is sham legal process as defined in 21 O.S. §1533 or is being presented to slander the title to land. A person whose notice is refused may file a notice of refusal with the clerk to preserve priority and petition the district court for a writ of mandamus within 20 days (§75(C)); a clerk who files a notice that is sham legal process, or refuses one because the clerk believes it is sham legal process, is immune from liability for that action in a civil suit (§75(D)); the immunity does not mention refusals made for slander of title. That refusal power reaches only those notices, not liens or deeds generally.

A verified notice of fraudulent conveyance can be recorded with the county clerk under §311, which leads to a district-attorney referral. Title-theft and forgery offenses and a quiet-title action are the paths to clearing the chain of title. (Earlier citations to §19-298 and §21-1533.1 were wrong.)
If it's already recorded: §311 constructive notice + DA referral; §1534 felonies/restitution; court action to clear title.
Oklahoma's central UCC filing/search is through the Oklahoma County Clerk (okcc.online), not the Secretary of State. County land records remain local.

If you're a government official or employee
A criminal statute, not a filing-office tool: a person who, while falsely asserting authority of law, attempts to intimidate or hinder a public official or law enforcement officer in the discharge of official duties by threats, harassment, physical abuse, or use of sham legal process commits a Class D3 felony. "Sham legal process" is defined in §1533(H).

If the path runs through court
Oklahoma doesn't have a self-filed administrative form for this — the verified remedy runs through a court, which generally means an attorney rather than a fill-in-the-blank document.
Notice of Fraudulent Conveyance, or Title-Theft Follow-Up
If someone recorded a forged or fraudulent conveyance against your Oklahoma property, the 2025 title-theft package is the relevant statute set: §311 provides a verified notice recorded with the county clerk, and §1534 provides for prosecution, alongside civil quiet-title relief.

People consulting an attorney about a filing like this often bring:
- A copy of the filing, if available, and where and when it was filed or recorded (office, date, and document or instrument number)
- Any notices, letters, or other correspondence about it
- Records for the property or account it names, such as a deed, title, or loan papers
- Notes on any contact with the filer or the filing office, with dates

- 3For a fraudulent deed or conveyance already recorded, 16 O.S. §311 (effective Nov. 1, 2025) provides a verified notice of fraudulent conveyance that flags the record and goes to the district attorney; it does not by itself remove the instrument.
- 4Title theft is a crime under 21 O.S. §1534, and civil quiet-title relief is available; §463 covers false or forged instruments generally.
What to expect
Oklahoma’s 2025 title-theft package adds a victim notice path and dedicated felonies, but clearing the chain of title still runs through counsel/court — not a same-day clerk delete. Confirm the current fee on the state's official site — filing and search fees change and are not published here.
