Refusal / removal authority
Iowa's filing office has no non-uniform authority to refuse a fraudulent UCC filing before it's recorded — only the uniform baseline's mechanical grounds apply.

There is no pre-filing content/fraud review to invoke.
If it's already filed: Affidavit of wrongful filing under Iowa Code §554.9513A — the filing office files a termination statement that takes effect 90 days later (records from trusted filers go to administrative review first); §554.9518 / §554.9625.
Real-property liens
Iowa requires court validation before a nonstatutory lien can even be recorded — a meaningfully protective, if unusual, design: it screens at the front door instead of relying on cleanup after the fact.
IA §575.1

- Iowa Code §575.1
Nonstatutory, common-law, or equitable liens require notice and a district-court validity hearing before they can be recorded. A lien recorded without going through that process is null and void.
If it's already recorded: Civil damages available where the filing was willful or malicious.
Real-property records are held by the County Recorder — contact them directly.
Get notified before it happens
A free "property fraud alert" service is available in at least part of Iowa — it emails or mails you whenever a document gets recorded against your name, so you find out right away instead of months later. Sign up for Polk County Property Check →

Official form: Form UCC AWF — UCC Affidavit of Wrongful Filing
Iowa's Secretary of State publishes the UCC Affidavit of Wrongful Filing for Iowa Code §554.9513A, with no filing fee. A person named as debtor uses it to state, under oath, that a filing was wrongful. The filing office then notifies the secured party and conducts an administrative review of whether the record was communicated with intent to harass or defraud; a termination statement takes effect on the statute's schedule unless the secured party successfully contests it.

How this usually works in Iowa
A summary of the tools Iowa law and filing offices provide — general information, not instructions for your facts. Confirm current practice with the filing office and talk to an attorney about your situation.
- 1UCC filings are searchable through the Iowa Secretary of State. Iowa has no pre-filing fraud screen, so the filing office does not catch a fraudulent UCC filing before it is filed.
- 2For real property, Iowa law does not allow a nonstatutory or common-law lien to be recorded without first going through a district-court validity hearing; a lien recorded without one is a sign the process was not followed.
- 3For a fraudulent UCC filing already on record, an administrative termination affidavit can clear it without a court case (described in the form section above).
- 4Challenges to a real-property lien recorded without the required court validation go through the courts; the County Recorder can confirm what was filed.
What to expect
Iowa is a study in contrasts: essentially no UCC pre-filing protection, but one of the more structurally protective real-property processes among the states with real data behind this site, since a nonstatutory lien needs court sign-off before it can even be recorded.
